What is Integrated Child Care Programme (ICCP)?

ICCP is an inclusive child care programme for children between 2 to 6 years old with mild special needs.

Providing these children with a natural learning environment alongside mainstream peers will help prepare them for future entry into mainstream primary education.

No intervention services will be provided in this programme, although the mainstream curriculum could be modified to accommodate the child with special needs. The progress of each child will be monitored, with regular parent-teacher feedback sessions instead.

Who can apply for ICCP?

The child has to be:

  1. between 2 and 6 years old
  2. Singapore Citizen or Permanent Resident
  3. diagnosed as falling within the mild to moderate range in any of the following –
    • Developmental Delays (Global Developmental Delay, Speech Delay, Intellectual Disability etc),
    • Autism Spectrum Disorder,
    • Physical Disability,
    • Hearing Impairment (with prescribed hearing aids only) and Visual Impairment (with prescribed corrective lenses only)​
  1. recommended for ICCP by a doctor from
    • Child Development Unit (CDU) at
      • KK Women’s and Children’s Hospital (KKH),
      • National University Hospital (NUH)
      • Singapore General Hospital (SGH), or
    • a private paediatrician.

How to apply for ICCP?

  1. Have a doctor at any polyclinic refer your child for assessment at CDU at KKH, NUH or SGH.
  2. Approach a private paediatrician directly for assessment.

If your child is assessed suitable, the doctor or medical social worker will submit the application to SG Enable on your behalf.

What happens after the application to an ICCP Centre?

After receiving the referral, SG Enable will contact you to provide you information to help you make an informed decision on your choice of ICCP Centre.

The ICCP Centre will contact you within two months of referral to arrange an interview and assessment of your child.

Acceptance into the programme at the preferred centre is subject to the availability of vacancies at the centre and approval of the respective centre management.

How much is the fee for ICCP?

The ICCP fees vary across centres and depend on the programme that your child is enrolled in. (You may be eligible for childcare centre fee subsidies, such as the Enhanced Infant and Child Care Subsidy.)

What do I do if I do not get a place in ICCP?

Places in ICCP may be quite limited.

If you did not get a place, you can look at other pre-schools that are described as “inclusive” and that admit children with special need including those that are described as ‘inclusive’.
