Transportation Schemes for Children with Special Needs

A guide to the transportation schemes available in Singapore for children with special needs.




Public Transport Concession Scheme for Persons with Disabilities


This scheme offers persons with disabilities concessionary rates for travel on public transport using a concession card. Cardholders are entitled to the following:

  • Free travel for distances traveled beyond 7.2km
  • A discount of 25% or more off adult fares for all basic bus and train services
  • The option to purchase
  1. A Monthly Concession Pass with unlimited bus and train rides at $60 per month, or
  2. The Off-Peak Monthly Travel Pass at $40 per month with unlimited travel on basic bus services and trains during off-peak hours



  • Aged between 7 and 60 years old
  • Singapore Citizens or Permanent Residents,
  • One of the following:
    • A person with a permanent disability who is a member and/or service user of relevant Voluntary Welfare Organisations (VWOs) providing disability services
    • A person attending Special Education (SPED) schools operated by a VWO
    • A person certified by a medical practitioner to have a permanent disability of any one of the following: Physical Disability, Visual Impairment, Hearing Impairment, Autism Spectrum Disorder and Intellectual Disability



Members of relevant VWOs and have attended Special Education schools are automatically eligible. Automatically eligible applicants may apply directly for the card through TransitLink.


If you are not automatically eligible, you may apply for the concession card through SG Enable.


VWO Transport Subsidies


These transport subsidies aim to provide support for persons with disabilities who need to take dedicated transport provided by Voluntary Welfare Organisations to access school and care services. The Subsidies provide up to 80% subsidy for transport fees, depending on:

  • Whether applicants are Singapore Citizens or Permanent Residents
  • Per capita monthly household income (PCI)
  • Whether applicants are wheelchair user or are able to ambulate



  • Persons with disabilities on transport services provided by VWOs and are attending Early Intervention Programme for Infants and Children (EIPIC), Day Activity Centres, Sheltered Workshops or Special Education (SPED) schools.
    From families with a per capita monthly household income of $2,600 and below for Singapore Citizens, or $1,800 and below for Permanent Residents.



Clients or members of SPED schools or care services may apply through the school or VWO that is arranging your transportation services. They will assist in conducting a means test and submit the subsidy request to SG Enable on your behalf.


Students with disabilities that attend mainstream schools may apply directly through SG Enable. One of the following supporting documents is required for the application:

  • Latest doctor’s memorandum; or
  • Verification from VWOs indicating that you are a person with permanent disabilities affiliated with the VWO (VWOs may use the VWO Verification Form); or
  • Functional Assessment Report endorsed by a General Practitioner.


Taxi Subsidy Scheme


The Taxi Subsidy Scheme (TSS) supports persons with disabilities who are unable to take public transport, and rely on taxis for traveling to school, work or SG Enable-supported training. The subsidy is given as a percentage of the total fare for each trip and depends on:

  • Whether applicants are Singapore Citizens or Permanent Residents
  • Per capita monthly household income (PCI)
  • Distance traveled from home to school/ work/ training

The total fare includes additional charges such as booking fees, peak period surcharges and ERP charges.



  • Persons with disabilities who are medically certified as unable to take public transport and totally dependent on taxis for traveling to school, work or employment-related training supported SG Enable
  • From families with a per capita monthly household income of $2,600 or below, and are Singapore Citizens or Permanent Residents
  • Currently schooling, working or attending employment-related training supported by SG Enable
  • Not currently owning any motor vehicles



The application for the TSS is a 2-stage process. Applications will first be evaluated based on application purpose, disability and means-test eligibility. Then, applicants who meet these criteria will be informed to proceed with the medical assessment to determine if they are solely dependent on taxi for travel to work/ school/ training.

Car Park Label Scheme

Vehicles that display the Car Park Label are allowed to park at accessible lots. This is to allow drivers or passengers with physical disabilities to safely embark or disembark. The Label is not applicable to motorcycles.

The Class 2 Label is distinctively for passengers with physical disabilities. The passenger must be certified as requiring the use of bulky mobility aids and a wider space to embark or disembark by a Singapore registered medical doctor. Those with medical conditions, including Cerebral Palsy, will be considered based on their needs and not only the type of aids they use.

Applications are made in the name of the passenger, not the caregiver or driver.


Use of the Label

Upon arrival, the driver may take up to an hour to assist passenger to disembark, after which driver must move the vehicle to a standard parking lot. When leaving, the driver may take up to an hour to assist passenger to embark safely.


Application or Renewal

You may apply for or renew the Label either online, by email or by post.

To apply/renew online, you will have to use the SingPass of the passenger with physical disabilities.

To apply/renew via email or post, you are required to hand in the following documents:

  • Class 2 Application Form
  • Clear photocopy of Passenger’s NRIC (front & back) / Passport / Birth certificate
  • Clear photocopy of Caregiver’s/Driver’s NRIC (front & back) / Passport
  • Clear photocopy of Caregiver’s/Driver’s Singapore driving license (front & back)
  • Clear photocopy of Caregiver’s/Driver’s Vehicle Registration Details from LTA
  • Clear photocopy of Car Rental Agreement if your vehicle is a rented car

Update changes in vehicle details

If you have changed your vehicle, you may update your changes using SingPass or via email or post.

The documents required:

  • Class 2 Application Form
  • Clear photocopy of the Caregiver’s/Driver’s updated Vehicle Registration Details from LTA
  • Clear photocopy of Car Rental Agreement if your vehicle is a rented car
